Mr Luis Frota is the manager of EU-China project -Improving China’s institutional capacity towards universal social protection implemented by the International Labour Office in Beijing in partnership with MOHRSS, the Ministry of Human Resources and Social security and China Social Security administration and the European Union. He is based in Beijing at the ILO Country Office for China and Mongolia. Previously he held the positions of social protection specialist ILO Office in Pretoria, South Africa, in Dakar, Senegal and in Geneva, Switzerland. He worked for UNICEF in Angola in 2015. He holds an MPA (University of York, UK), MSc Social policy and administration (LSE, London, UK). He is external examiner at the University of Witwatersrand School of Governance (Johannesburg, South Africa). He co-authored a chapter on “Institutionalizing social assistance in Africa” for UNDP (2019) “State of social assistance in Africa” and edited “Maternity income protection in southern and Eastern Africa“(2019)
