In his current role, Aftab provides leadership and direction to Plan International on CVA, including technical support across all sectors. Previously he has worked with DGECHO, Islamic Relief Worldwide, United Nations Development Programme, Department of International Development funded projects, Ministry of Rural Development, India and Caritas India, across 22 years. Most recently he authored “Impact Assessment for Cash for Education Project funded by DGECHO in Egypt,”. This report measures the impact of CVA on education and protection outcomes through a gender lens, documenting good practice and lessons learnt.
Professional Profile
In my 22 years’ career, I have worked across 75+ countries, fund raised and managing a portfolio of 75 Million USD in Cash and Voucher Assistance (CVA) in Plan International; have assessed humanitarian needs; monitored and evaluated grants (up to €35 Million per annum) specializing in CVA programs in some of the biggest emergencies and conflicts with health, child protection, shelter, WASH, nutrition and food security sectors. 
My current profile is “Global Lead” on providing technical support on CVA across key focus areas of Plan International including child protection, education, youth in emergencies and other sectors such as food security & nutrition, shelter, WASH.My global international experience includes a one-year posting in Bangladesh, roving support to different crises affected countries through deployment support, monitoring and evaluation of projects focusing on cash and voucher assistance. 
My expertise includes CVA programming under Humanitarian Assistance, Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), Resilience, Resource Mobilisation, project/grant management, monitoring & evaluation of Developmental Planning & Communication, Child Protection and advocacy with a Rights-Based approach to build sustainable livelihoods & entrepreneurship development globally.
Co-chair of Global Cash and Market Working Group under Global Food Security Cluster (2016-2020); Technical Advisor to Cash for Learning Partnership (CaLP) and member of other Global level Cash Working groups.
Developed strategic commitments document “Cash and Voucher Assistance in Plan International”; leading the development CVA chapter in Plan’s Emergency Response Programme Manual in addition to development of several CVA tools, templates and guidelines on CVA.
Leading multidisciplinary and multicultural team following humanitarian crises for humanitarian response, early-recovery, DRR and development projects/grants with appropriate monitoring of partner and project budgets at regular intervals.
Involved proactively in policy level advocacy with National Disaster Management Authority (NDMA), India.
Involved proactively in Gender policy in DGECHO (Directorate General European Commission Humanitarian Aid & Civil Protection.
Successful integration of DRR/CCA in Humanitarian Assistance and developmental planning.
Excellent networking with major stakeholders consisting of donors, UN agencies, INGOs and civil society organisations.
